Cancelar la deuda ahora para lograr la justicia climática
54 países del hemisferio sur se encuentran en crisis de deuda. La deuda drena los recursos de la atención médica, educación, protección social, una transición verde justa y abordar los impactos de la crisis climática, y los transfiere a los bolsillos de los acreedores extranjeros. Los países del hemisferio sur están gastando 12 veces más en el pago de la deuda que en hacer frente a la crisis climática. Mientras tanto, muchos países se ven obligados a explotar sus recursos naturales, incluyendo los combustibles fósiles, para generar ingresos para el pago de la deuda.
Las crisis de deuda no son un accidente. Desde la era del colonialismo hasta la actualidad, los países de África, Asia, América Latina y el Caribe se han visto obligados a depender de los préstamos para llegar a fin de mes.
En la actualidad, el aumento de las tasas de interés, los altos precios de los alimentos y los combustibles y los impactos de la crisis climática están empeorando la situación.
Los países ricos no están cumpliendo con sus propios compromisos de dar financiamiento climático. Están promoviendo soluciones falsas. Y se niegan a reconocer su deuda climática con los países del hemisferio sur. Esta es una deuda que tienen por la destrucción que han causado a nuestro planeta desde la industrialización hasta el día de hoy, solo posible gracias al saqueo y explotación colonial y neocolonial del hemisferio sur. El reconocimiento de la existencia de una deuda climática que el hemisferio norte tiene con el hemisferio sur debe conducir a reparaciones estructurales y financieras, que deben entenderse como una forma de justicia reparadora en lugar de ‘ayuda’.
Los países vulnerables al clima se ven obligados a pedir prestado para cubrir los costos de sus necesidades de adaptación y mitigación, y para cubrir los costos para abordar pérdidas y daños. Gran parte de la escasa financiación climática disponible se presenta en forma de préstamos, una clara injusticia para las personas y comunidades del hemisferio sur que han sufrido durante mucho tiempo los impactos de la crisis climática que no crearon. Inevitablemente, a medida que se acumulan las deudas, el servicio de la deuda también se eleva, incluyendo los pagos de muchos proyectos cuestionables y fraudulentos financiados con deuda que han destruido el medio ambiente, empeorado la crisis climática, desplazado comunidades y violado los derechos humanos.
Los países del hemisferio sur se encuentran atrapados en una trampa de deuda climática, mientras que los bancos, corporaciones e instituciones adineradas se benefician de esta situación injusta. Esta injusticia tiene que terminar.
Las deudas del hemisferio sur deben cancelarse para permitir que los gobiernos aborden la crisis climática, las desigualdades e inviertan en el bienestar de sus pueblos.
Los países ricos deben acordar inmediatamente cancelar la deuda de todos los acreedores, para todos los países necesitados y sin condiciones. Tienen muchas oportunidades para hacerlo: la Asamblea General de las Naciones Unidas y la Cumbre de los ODS (Nueva York , septiembre), las Reuniones Anuales del FMI y el Banco Mundial (Marrakech, octubre) y la COP28 (Dubái, diciembre). los gobiernos del hemisferio sur, solo a través de una ambiciosa cancelación de la deuda, pueden proporcionar financiamiento público adecuado para responder a sus necesidades inmediatas y las necesidades de desarrollo a largo plazo, incluyendo la crisis climática. Solo con la justicia de la deuda podemos tener justicia climática.
Este año tenemos que observar:
- Un proceso integral y rápido de cancelación de la deuda que abarque a los acreedores privados, gubernamentales y multilaterales;
- La aplicación de la participación de los prestamistas privados en el alivio de la deuda a través de la legislación en las principales jurisdicciones, incluyendo Nueva York y el Reino Unido;
- Los países ricos cumplen sus promesas de proporcionar financiamiento climático adecuado, nuevo y adicional, en base a subvenciones.
